Public Not Allowed at Hearing Due to Inquiry Involving Protected Witness

The trial concerning the murder of Šćepan Roganović, which occurred in Herceg Novi on February 13, 2020, resumed today at the Higher Court in Podgorica.
Today’s main trial session was closed to the public due to the testimony of a protected witness.
This matter has consolidated two court proceedings. The indictment names the defendants Igor Vukotić, Mili Bajramović, Krsto Vujić, Marko Radović, Igor Glavaš, Miloš Komar, Slavko Radulović, Miloš Gvozdenović, and Dino Ibrahimović.
Vukotić, Bajramović, and Vujić are being tried in absentia as they are currently fugitives.
In October 2020, the Special State Prosecutor’s Office brought charges against the defendants for the murder of Šćepan Roganović.
The defendants include Krsto B. Vujić from Herceg Novi who is at large, Mili B. Bajramović, alias “Smit” from Podgorica, Igor D. Glavaš from Herceg Novi, Dino A. Ibrahimović from Bar, and Miloš B. Komar from Nikšić.
According to the indictment, in September 2019, Vujić established a criminal organization in Herceg Novi, comprising Miloš Đuričković, along with defendants Bajramović, Glavaš, Ibrahimović, Komar, and other unidentified individuals known as “Boki” and “Zemunac.” As the organizer, Vujić oversaw the execution of a criminal scheme involving multiple aggravated murders and illegal possession of firearms. Đuričković was charged with executing the orders of the criminal organization’s leader. The other defendants were similarly tasked with executing these directives, with the indictment asserting that Bajramović directly perpetrated aggravated murder and was involved in its planning. The charges against Vujić indicate he violated Article 401a, paragraph 1, in conjunction with paragraph 6 of Montenegro’s Criminal Code for establishing a criminal organization, while Bajramović, Glavaš, Ibrahimović, and Komar face similar charges under Article 401a, paragraph 2, linked to paragraphs 1 and 6.
The prosecution claims that to further their criminal plot, on February 13, 2020, at approximately 09:05 a.m. in Herceg Novi, on the steps in Sima Matavulja Street, in front of house number 21, Vujić, Bajramović, and other co-perpetrators executed the murder of Šćepan Roganović in coordination and prior agreement.
As co-perpetrators, Vujić and Bajramović are charged with aggravated murder, while Bajramović is also charged with illegal possession of weapons and explosives, and Glavaš faces charges for aggravated murder as an accomplice.
A second indictment filed in September 2023 includes charges against Igor V. Vukotić from Kotor who remains at large, as well as Slavko Radulović, Miloš Ž. Gvozdenović from Podgorica, and Marko T. Radović from Herceg Novi. This indictment alleges that these individuals became members of the criminal organization led by Krsto Vujić during late 2019 and throughout 2020.
Radović also faces charges for illegal possession of weapons and explosive materials.
The extra-judicial panel of the Higher Court in Podgorica has decided to consolidate these two criminal cases and proceed with a unified procedure.
