Energy Legislation Approved

The Parliament of Montenegro has adopted the Law on Energy, which establishes a contemporary and harmonized legal framework aimed at developing a stable, sustainable, and competitive energy system.
According to the Ministry of Energy, this law is one of the pivotal legal provisions that will significantly enhance the energy sector, facilitate deeper integration of Montenegro into the unified European electricity market, and support the achievement of strategic goals related to the green transition.
“This law is not merely a technical regulation; it represents a fundamental strategic choice—a vision for Montenegro’s evolution into an energy-efficient, innovative, and economically resilient nation,” the statement notes.
The Ministry of Energy further articulated that the law paves the way for investments, boosts competitiveness, enhances consumer protection, and enables citizens to actively engage in the energy transformation.
The Energy Law introduces several systemic innovations aimed at bolstering consumer positions through increased transparency and rights protection, as well as allowing citizens to become engaged participants in the electricity market by producing, storing, and selling energy.
The introduced innovations focus on defining and addressing energy poverty, aligning with European social justice priorities, as well as the digitalization of the system, and the development of smart grids and flexible services that promote more efficient electricity infrastructure utilization.
Additionally, the Ministry highlighted that the innovations from the Energy Law include the creation of citizen energy communities that enhance local energy resilience and the implementation of dynamic electricity pricing, coupled with tools for comparing offers and planning rational consumption.
During the parliamentary session, Minister Admir Šahmanović stressed that passing this law is not just about fulfilling international obligations, but also about taking responsibility towards citizens.
“This is a law that incorporates European standards into our legislation, opens doors to new investments, protects citizens, promotes innovation, digitalization, and sustainability while also ensuring supply security and a fair energy transition for everyone,” emphasized Šahmanović.
He mentioned that the law does not only establish guidelines but embodies a new vision for Montenegro to develop as a modern, energy-efficient, and competitive state.
“With this action, Montenegro distinctly affirms its commitment to the European path, strengthens institutional capabilities, and enhances the quality of life for all citizens through safe, accessible, and sustainable energy,” concluded Šahmanović during his address.
