No Insights from the Collector’s Analysis in Buljarica
The Capital Projects Administration has scrapped a €72,600 tender aimed at preparing a feasibility study for the construction of a wastewater treatment facility in Buljarica, following the disqualification of the Podgorica-based company “E3 Consulting” due to a poorly drafted statement.
This was detailed in a decision made by the Administration on March 7th, which can be contested within ten days.
The planned treatment plant is to be located on the right bank of the Slatava stream, as there is currently no sewage system in Buljarica. The study is intended to evaluate the site, the method for sludge treatment and permanent disposal, as well as to estimate the project costs…
The tender was initially announced on the final day of last year and was set to close on January 31st, with a subsequent extension until February 3rd.
The only proposal submitted came from Podgorica’s “E3 Consulting,” with subcontractors including “Medix,” the Institute for Civil Engineering, and the Nikšić-based firm “Landsat.”
Among other findings, the Administration concluded that “E3 Consulting” lacked the necessary license required by the tender, and that the declaration submitted was incorrectly filled out. Therefore, their bid was rejected in accordance with Article 108, paragraph 1, item 5 of the Public Procurement Law.
“The ordering party will exclude the business entity from the public procurement procedure if it determines that it has not submitted the statement of the business entity or the provided statement lacks the information and data mandated by the tender documentation or is improperly prepared,” that article of the Law states.
The deadline for concluding the feasibility study was set for five months following the signing of the contract, meaning that the annulment of the tender will further delay the completion of this work.
According to the documentation, wastewater from Budva and Bečići is currently treated at the plant in Bečići, located in the town of Vještica, while wastewater from Kamenovo, Pržno, Sveti Stefan, and Petrovac is discharged untreated into the sea via a network of pumping stations.
“There is currently no sewage system in Buljarica. To address the negative environmental impacts, the Municipality of Budva has appointed the company ‘Hydro GIS’ to develop the main design for the fecal sewage system leading to the central wastewater treatment facility in Buljarica. Alongside the main design development, the preliminary design of the wastewater treatment plant in Buljarica and Petrovac must be executed to facilitate the construction of the plant. The site of the plant on the right bank of the Slatava stream has been established,” the documentation highlights.
