Capital City Assembly Session Delayed Due to Quorum Issues, Government Councilors Blame Opposition

The Capital City Assembly session that was planned for today has been postponed due to insufficient attendance.
This announcement was made by the city parliament.
“We would like to inform you that the fifth session of the Assembly of the Capital City of Podgorica, which was scheduled for Thursday, March 13, 2025, beginning at 10 a.m., is postponed due to a lack of quorum. Following Article 65 of the Assembly’s Rules of Procedure, the President of the Assembly of the Capital City, Dr. Jelena Borovinić Bojović, has rescheduled the fifth session for Tuesday, March 18, 2025, at 10 a.m.,” the statement declared.
Multiple sources have confirmed to Vijesti that no opposition councilors and only two government councilors were present at the session.
The ruling coalition in Podgorica comprises 31 councilors, consisting of the Democratic Montenegro coalition and the Europe Now Movement, which have 14 councilors in the local parliament, alongside the coalition “For the Future of Podgorica” with 13 councilors, and the Movement for Podgorica, holding four seats.
Opposition parties include the Democratic Party of Socialists (DPS) with 19 councilors, the European Alliance with three, and both the Civic Movement URA and the Party of European Progress, each with two mandates.
Government councilors Miloš Krstović and Mitar Paunović criticized the opposition for not maintaining a quorum.
Miloš Krstović, head of the parliamentary club of the Movement for Podgorica, stated that today’s lack of quorum highlights the political irresponsibility of the DPS and serves as an evasion of confronting reality.
“The truth cannot be concealed by a boycott, nor will the legacy of Duško Jovanović be erased by absenting from the hall. The construction of the memorial symbolizes remembrance and asserts that justice must prevail. Those who tried to sidestep this topic today are well aware of the reasons behind it. The Movement for Podgorica will persist in demanding clarity regarding all circumstances surrounding his murder and accountability from everyone involved, whether through action or silence. The majority in the Capital City remains dedicated not only to this matter but also to all initiatives that benefit the citizens of Podgorica,” Krstović asserted in his statement.
Mitar Paunović, President of the Democratic Montenegro Club of Councilors in the Capital City Assembly, labeled the opposition’s absence from today’s session as disgraceful and indicative of their ongoing blockade of the state parliament.
“All their claims of a proper approach and contributions to the interests of Podgorica have been discredited today. I publicly urge the opposition not to attend the continuation of the session that will occur soon, when all majority councilors will be present. If they refuse to engage in dialogue with us 29 today, there is no need for them to feign constructiveness, peering through buffet windows to see if they can jeopardize the quorum. European or Podgorica, it doesn’t matter,” Paunović emphasized in his statement.
