The reported act was not classified as a criminal offense when it occurred.
The Basic State Prosecutor’s Office (ODT) in Podgorica has dismissed the criminal complaint submitted by the Ministry of Education, Science and Innovation against R.Č., a professor at “Slobodan Škerović” high school, regarding the crime of sexual harassment. This decision was made because the alleged offense was not classified as a criminal act at the time it occurred.
According to the ODT, the prosecutor also examined the potential existence of the crime of persecution. However, it was concluded that the statute of limitations for prosecuting that offense had already lapsed prior to the filing of the charges, specifically before the incident was reported.
In late November 2024, the Center for Investigative Reporting (CIN CG) released an article discussing the case of teacher R.Č. Among other points, the article highlighted an incident in 2021 where R.Č. sent inappropriate messages to a former student, which led to disciplinary action by high school principal Biljana Vučurović.
Following the release of the CIN-CG investigation, the Ministry of Education, Science and Innovation (MESI) conducted several inspections at the Gymnasium.
The Education Inspectorate recommended the dismissal of Vučurović, a decision that was ultimately made by Minister Anđela Jakšić Stojanović.
A labor inspection found that the teacher had faced sanctions over three years prior without undergoing any disciplinary procedures.
Vučurović announced that the professor was terminated from his position after ensuring that all legal requirements for dismissal were met, stemming from his unjustified absences from work for several days.
