The Capital City Assembly’s Session Was Illegally Convened Using Emergency Procedures

The Capital City Assembly convened a session unlawfully using an emergency procedure, failing to meet the requirements outlined in Article 63 of its Rules of Procedure, stated Miloš Mašković, president of the European Union Councilors’ Club within the Assembly.
“An emergency session should only be called in circumstances that pose a risk to life, health, or significant property, which clearly did not apply here. Furthermore, we did not receive any justification for the urgency of this session as mandated by the Rules of Procedure. This oversight highlights the absence of valid reasons for this session’s emergency status, marking a serious breach of the Assembly’s protocols,” Mašković explained.
In light of these concerns, he further stated, the European Union Councilors’ Club has chosen to abstain from participating in the Assembly’s work to avoid “legitimizing an unlawfully convened session and to prevent complicity in undermining the principles of legality and transparency within the Assembly.”
“I urge the President of the Capital City Assembly to provide councilors with a detailed and justified explanation for the urgent summoning of today’s session, thereby demonstrating compliance with the legal requisites for its conduct. Ensuring transparency in the Assembly’s operations is crucial, and we expect the President to adhere to the Rules of Procedure and allow councilors to understand the reasons behind this alleged urgency,” Mašković concluded.
