Joković’s Proposal for Đekić as Acting Director of the Forestry Directorate Not Accepted by the Government

The government opted not to appoint Aleksa Đekić as the Acting Director General of the Directorate for Forestry, Hunting, and Wood Industry at the Ministry of Agriculture, as the nomination proposal was withdrawn.
As reported on the Government’s website, Đekić was put forward for this role by Minister of Agriculture Vladimir Joković, a decision that gained approval from the executive branch on February 20. However, during the process of finalizing the minutes from today’s Government session, the proposal was withdrawn.
Both Joković and Đekić are members of the Socialist People’s Party (SNP).
Previously, Đekić served as the acting executive director of the Health Center in Herceg Novi. In November of the previous year, he received a three-month suspended prison sentence for violating the right to file a legal appeal. This verdict was issued by the Basic Court in Herceg Novi and subsequently upheld by the Higher Court.
Updated Conditions from the Commission
Đekić’s nomination had also been vetted by the Commission for Personnel and Administrative Issues. As “Vijesti” reported, on February 21, the Commission communicated with all government departments, urging them to ensure that any proposed candidate meets the legal criteria, given the public scrutiny surrounding personnel matters.
The Commission stipulated that along with a well-reasoned nomination for a public official, it is necessary to provide a criminal record extract and a certificate from the Agency for the Prevention of Corruption.
They made it clear that incomplete proposals submitted to the Commission would not be evaluated.
Đekić was appointed as the acting director of the Herceg Novi Health Center at the end of 2022, serving until January 1 of the following year. His tenure was marked by protests regarding his appointment and dissatisfaction with the management’s performance. He was appointed to this position by the then-Minister of Health, Dragoslav Šćekić (SNP), having previously worked as a municipal police officer.
According to the now-retracted proposal, Đekić holds a law degree.
“A.Đ. was found guilty of the criminal offense concerning the violation of the right to file a legal remedy. It was determined that on March 2, 2023, in Herceg Novi, during his tenure as the acting director of the health institution ‘Dom zdravlja Herceg Novi’, the defendant A.Đ. obstructed the injured party, T.Đ., a nurse within the establishment, from exercising their right to file a submission. Specifically, after reviewing T.Đ.’s submission, A.Đ. instructed the secretary, N.L., not to process the submission marked as ‘complaint of the PHI Dom zdravlja Herceg Novi, n/r acting director A.Đ. dated March 2, 2023’. Consequently, the secretary informed T.Đ. that the submission had not been filed as per the director’s directive and returned it without a receipt stamp or case number,” detailed the Basic Court of Herceg Novi’s statement from November of the previous year.
