PM Spajić Engages with Representatives from Ulcinj Municipality

The Prime Minister, Milojko Spajić, convened a meeting with officials from the Municipality of Ulcinj to address the current tender process for beach lease agreements in the area.

During the discussions, Prime Minister Spajić highlighted the open and transparent nature of the tender process, underscoring the importance of adhering to established rules, with the well-being of both the residents of Ulcinj and Montenegro as a whole being the primary focus.

It is essential, above all, that the local community feels satisfied while ensuring full legal compliance. According to the information received thus far, no procedural irregularities have been identified in this process. Nonetheless, the Prime Minister acknowledged the concerns voiced by some local community members and expressed willingness to engage in further dialogue, including discussions with prospective new leaseholders.

Local government representatives, headed by Municipality President Genci Nimanbegu, reiterated their requests for the tender’s annulment, modifications to the existing lease agreements, and the passage of a new Law on Coastal Zone Management, given that the current legislation has been in effect since 2008.

The Government, however, does not see a legal justification for canceling the tender. If there is any proof of legal infractions, we are open to reviewing that evidence, the Prime Minister responded.

He suggested that, should municipal representatives find it necessary, a dialogue should commence among all interested parties to ensure adequate preparations for the upcoming tourist season.

Minister of Urban Planning, Spatial Planning, and State Property Slaven Radunović indicated that the initial phase of the bidding process has highlighted the need for modernization in the tender procedure. He noted that the state is expected to generate significantly higher revenue from lease agreements compared to the previous year, and the public will be informed accordingly once the process concludes.
