A Kavče Leader Knew What the Skaljar Group Was Planning Against Him

In late October 2020, Cetinjanin Nenad Neno Kaluđerović inquired whether they had “started assembling it,” to which Kašćelan responded that they had not, as they were still in the process of “putting the device together”…
Special prosecutors, led by Milivoj Katnić, later informed the media that an attack on Kašćelan was scheduled for January 22, 2021, upon his arrival at the Podgorica High Court. They clarified at the time that the Skaljari gang intended to plant explosives from a moving motorcycle and magnetically attach them to his armored vehicle at a traffic signal…
The Cetinje resident, referring to him as “the old man,” mentioned that another individual had become involved in the plot against him. Sasha was directing the execution of the plan…
“Are they trying to put you somewhere, to eliminate you?” Kaluđerović asked.
“That’s exactly what they’re planning… To use a motorcycle to get close enough to cause total destruction,” Kašćelan replied.
Nena questioned whether the Skaljari had specialized personnel for this task or if it was just “some amateurs” doing the job. The individual he was communicating with responded that they aimed to create a major upheaval in Europe and emerge prominently.
The Cetinine resident asked whose idea it was—whether it came from Jovan Vukotić. The response indicated that Saša was actually the one who conceived the plan.
“Will he approach the car or do it from the roadside?” Kaluđerović questioned.
“They’ll attach it to the roof using a magnet,” Kašćelan answered.
The Cetinjanin noted that the concept for such an attack initially belonged to them, which Stari corroborated.
“So they’re adapting our cumulative plan as well,” Neno remarked.
“But it’s not easy to accomplish if you’re being followed and taking precautions,” Kašćelan mentioned…
“True, but it’s feasible; the motorbike is light,” Kaluđerović asserted.
“I immediately turn off the motorcycle if I see one approaching me,” Kašćelan stated.
SDT Conference
Special Prosecutors Katnić, Sasa Cadjenovic, and the then-assistant police director Zoran Lazovic held a press conference on January 28, 2021, announcing they had prevented Kašćelan’s assassination, as well as the planned killings of Belgrade residents Veljko Belivuk and Marko Miljkovic.
This “notorious” press conference included statements from Lazović, who stressed that the public should not fear or regard these individuals as outlaws, as they were under constant surveillance.
Katnić, Čađenović, and Lazović are now facing accusations of collaborating with the Kavača criminal clan. According to an unconfirmed indictment, Lazović allegedly “deceived the public in his public and media appearances, suggesting that these individuals arrived in Montenegro at the request of the Serbian police, and that the Montenegrin Police Administration, with him as a senior officer, duly took police measures against them as mandated by law.”
The conference also revealed that they had thwarted another assassination attempt in Bar on January 27, 2021, arresting Dusan Ivanovic, Momcilo Momo Milic, and Hasan Turkovic, who were believed to be concealing explosives meant for an attempt on Kašćelan’s life and were to transport them to Bar for the elimination of a criminal group member affiliated with the Kavčani.
“This involves the same criminal organization. Evidence has established beyond reasonable doubt that they are direct perpetrators of certain criminal offenses… This organization was supposed to receive between 700,000 euros and 1.3 million euros for operations in Tivat, 500,000 euros for a planned act in Podgorica, and around 50,000 euros for the Bar offense, solely for the direct actors involved,” stated Čađenović.
Interlocutors from Skye
Kašćelan is regarded as a close associate of the Kavača clan leader, Radoja Zvicer.
He faces multiple criminal charges and has been in custody since April 2021.
In October 2021, he was accused of leading a criminal organization responsible for the murder of Nikola Stanišić and plotting the elimination of various members of the rival Škalja clan, including one of its leaders, Jovan Vukotić.
Since April 2023, Kaluđerović has evaded Montenegrin investigators, who are pursuing him as part of an inquiry into a double murder in Spuž on October 14, 2020.
This thirty-one-member criminal group, reportedly assembled by Zvicer, is charged with establishing a criminal organization and committing aggravated murder as part of a conspiracy against the Skaljari, particularly targeting Damir Hodžić and his son-in-law Adis Spahić, who had no prior criminal background.
The indictment asserts that Zvicer ordered the kidnapping of Hodžić at the end of July 2020, believing that as a close associate of the previously murdered Alan Kožara, he had knowledge of the location of hidden money and drugs.
The prosecution’s files reveal that Kaluđerović, through the now-defunct encrypted Sky application, advised Kašćelan on disposing of the bodies of the murdered Hodžić and Spahić. He suggested they “should be incinerated using car tires and that, to eliminate any biological traces, acid and dimer should be poured inside the vehicle they arrived in for the supposed meeting and in which their bloody remains were transported post-murder…”
“All strong allies must be punished, so that others won’t dare oppose us,” Kaluđerović advised the leader of the Kavač criminal organization in the fall of 2020, while discussing potential targets from the Skaljar clan.
