Two Individuals Suspected of Constructing Unauthorized Structures, Resulting in an Estimated €36,000 Budget Loss

A Montenegrin national, NM (54), along with Polish national DJ (35), is suspected of illegally starting the construction of three solid-material buildings in Bar. Notably, two of these structures are already completed. The Police Directorate (UP) made this announcement today, noting that no prior applications or construction documentation had been submitted.
The report indicates that this violation has resulted in approximately 36,000 euros in damages to the Bar Municipality’s budget, prompting criminal charges against both NM and DJ.
“On February 27, 2025, based on the order from the Basic State Prosecutor’s Office in Bar, officers from the Crime Prevention Sector – Department for Combating Corruption, Economic Crime, and Conducting Financial Investigations, worked with urban and construction inspectors from the Ministry of Spatial Planning, Urbanism and State Property to file two criminal charges against NM (35), a citizen of Montenegro, and DJ (35), a Polish citizen, on the suspicion of constructing facilities without the necessary registration and documentation for an extended period,” the UP statement elaborated.
During the investigation leading to the criminal complaint, it was revealed that NM and DJ commenced the construction of three solid-material facilities across three cadastral plots in Bar. Two of these buildings are fully completed, and their actions were carried out without any prior application or construction documentation, resulting in an estimated 36,000 euros in damages to the Bar municipality’s budget.
