“Finally Realized: A Decade of Promises Leads to Facility Construction”

In collaboration with municipality manager Radovan Puletić, the local government of Kolašin has embarked on the implementation of the Day Care Center for Children with Disabilities and Developmental Difficulties project.

This service has been a part of election commitments and local development plans for over a decade, but up until now, there has been a lack of will and concrete initiatives to bring it to fruition.

According to data from the Municipality, over 30 children in Kolašin face developmental challenges and disabilities. The proposed site for the future Day Care Center is in Lug, though official details regarding its capacity and service offerings have yet to be disclosed.

Manager Puletić mentions that current efforts are greatly supported by Marina Izgarevic and Boško Todorović, the director at the Ministry of Spatial Planning, Urbanism, and State Property, along with Koce Đurišić, director of the State Property Administration. Locally, the implementation of this critical project is supported by a working group that includes municipal council president Vasilije Bulatović, officials Katarina Puletic, Vladimir Scepanovic, and Bozidar Pižurica, in addition to GP URA councilor Miodrag Mijo Vlahović.

The establishment of the Day Care Center also aligns with the current Local Plan for Social and Child Protection. The Municipal Board (MO) of GI URA highlighted last year that “this is one of the immediate responsibilities of the authorities.” Vlahović previously suggested implementing this social protection service using a “design-build” approach to swiftly address the needs of the beneficiaries.

As Vlahović stated last year, based on the current number of potential users— which has been rising in recent years— the center should cover an area of 400-450 square meters, designed as a ground-floor structure with an access ramp, central heating, and dedicated parking. The projected budget for the design, construction, and equipping of the Day Care Center is estimated to be between 780,000 and 820,000 euros, with the Municipality assuming the operation and maintenance costs following completion.

Before initiating activities for the Day Care Center, Puletić noted that procedures for constructing the Mountain Lodge on Sinjavina have already commenced. This initiative, he mentioned, originated from Djokovic.

Puletić also highlighted recent projects initiated from the municipal manager’s office, including a contract signed by Mayor Petko Bakić and Đurišić for renovating martial arts facilities.
