Municipality Seeks Designer for Olympic-Sized Swimming Pool

Three proposals have been submitted for the tender issued by the Municipality of Bar, aimed at developing project and technical documentation for the establishment of an Olympic swimming pool complex (a national aquatic center featuring a swimming pool and associated facilities).
According to the Municipality, the estimated value of the tender is €274,760.33.
Currently, a seven-member commission is reviewing and evaluating the submitted proposals. In July 2024, after a competition, the municipality selected the conceptual architectural and urban design solution for the national aquatic center provided by the design firm “BIRO 81000” from Podgorica, which serves as the foundation for the main project in development, as reported to “Vijesti iz Opštine.”
The Olympic swimming pool complex in Bar will be constructed under the Topolica III Urban Development Plan.
The tender stipulates that bidders must demonstrate experience in the successful execution of similar projects in the industry.
The required professional and technical capacity should be validated through certificates issued by a client, detailing services executed in the past five years, including the current year of the public procurement procedure, along with descriptions and values of the contracts, implementation timelines, and statements confirming that the contracts were completed on time and to a high standard.
Moreover, any bidder who has had a public procurement agreement terminated with the Municipality of Bar, or another contracting body, or has faced financial security activation, damage collection, or any other penalties due to significant and persistent shortcomings in meeting essential requirements from prior contracts within the last three years, will be excluded from this public procurement process.
Bidders are required to provide an unconditional and immediately callable bid guarantee equal to 2% of the estimated public procurement value, ensuring their commitment through the bid validity period and extending seven days beyond its expiration. The guarantee will be activated should the bidder withdraw during the bid validity or refuse to finalize the public procurement contract, as specified in the tender, with a validity period of 120 days from the opening date.
Payment terms state that 10% of the contract value will be disbursed upon signing the agreement and submitting the advance invoice, 40% within 15 days of delivering the completed Main Project, and the remaining 50% will be paid within 15 days of receiving a favorable report from the contract security auditor.
The tender is valued at €274,760.33, and the Olympic swimming pool will be established as part of the Topolica III DUP.
