“Morsko Dobro Announces Tender for Beach Areas in Bar and Ulcinj”

The Public Company for Marine Management (PK) has announced a public call for bids regarding the lease of public bathing areas in the municipalities of Bar and Ulcinj.
Bids will be opened on March 4th, as stated on the PE website.
The leased temporary locations do not include installed facilities or infrastructure, except for existing structures managed by this Public Company. Access to these locations is provided via existing paths and access routes. In cases where the access is on a private property or there is no road, the responsibility to secure access lies with the chosen bidder, who must obtain permission from the property owner or arrange alternative access by land or sea, in compliance with current regulations.
It is noted that payment for the marine area lease must be made in full upon signing the contract or in up to three installments, with the first installment due at the contract’s conclusion. The selected bidder is also required to submit an unconditional bank guarantee, payable on first demand, for the remaining annual rent amount, inclusive of VAT.
The lease contracts will be valid for four years, i.e., from the contract signing date until December 31, 2028, provided the lessee meets their contractual obligations and the contract is not terminated unilaterally or by mutual agreement.
Potential tenants must additionally obtain a certificate from the relevant authority affirming that the individual has not been convicted of serious crimes, including criminal association, organization of criminal activity, bribery, tax evasion, fraud, money laundering, or organized crime elements involving corruption.
The evaluation and ranking of the valid and acceptable offers will be based on specific criteria, with 75 points awarded for the proposed annual rent amount for the maritime area and 25 points for references.
