Creating Digital Services for Enhanced Engagement with Citizens and the Economy

The governments of Montenegro and the United Arab Emirates (UAE) have formalized their collaboration by signing a Memorandum of Understanding in Dubai. This agreement focuses on the exchange of insights related to the development and modernization of public administration while enhancing economic cooperation. The Montenegrin Prime Minister Milojko Spajić and UAE Minister of Cabinet Affairs, Muhammed bin al Abdullah al Karkawi, were the signatories. The government highlights that this memorandum facilitates knowledge and experience sharing in various fields where the UAE has excelled, including digital services development, public service efficiency, artificial intelligence utilization, digital economy, and creative industries. “This document signifies a new, more dynamic, and comprehensive partnership between our nations and affirms the strengthening of our alliance. The exchange of knowledge and experience will be crucial for modernizing the operations of the Government and public administration overall,” stated Spajić, who is attending the World Government Summit 2025. Both Spajić and Al Karkawi concurred that the signing of the Memorandum today serves as the strongest demonstration of their intent to enhance cooperation, laying the groundwork for ongoing exchanges of experiences, knowledge, and project implementation. The document encourages collaborative efforts aimed at enhancing governmental capabilities and functionality, building institutional capacities and future skills, and expanding cooperation in numerous other fields.
