Radović Acquires Apartment, Mugoša Purchases Land

The Director of the Clinical Center of Montenegro, Aleksandar Radovic, reported to the Agency for the Prevention of Corruption (ASK) regarding his purchase of a 96 square meter apartment at the end of the year. Additionally, his wife, Oil, inherited multiple properties, primarily located in the municipality of Zeta.
As stated in an extraordinary report detailing asset increases, Radović acquired an apartment in Podgorica, while his wife inherited tens of thousands of square meters in the Zeta area of Mataguži and Vranjina.
In last year’s report submitted within 30 days of assuming office, Radović noted having savings amounting to 50,000 euros and ownership of an 88 square meter apartment he inherited, while his wife owns a 48 square meter property in Budva.
The Radović family carries the burden of two housing loans and one consumer loan, totaling over 133,000 euros. In January last year, Radović’s salary was reported to be 4,229 euros, while his wife earned approximately 1,300 euros.
Meanwhile, the Director of the Institute for Medicines and Medical Devices of Montenegro (CInMED), Snežana Mugoš, also reported asset increases to the Agency.
On December 24, Mugoš reported the receipt of a housing improvement grant from CinMED amounting to 24,439 euros. In an extraordinary asset change report, she mentioned using the funds to partially repay one of her husband’s housing loans, Aleksandra Mugoša. This partial payment lowered the loan installment from 661 euros to 435 euros. Mugoša had taken out this loan in 2020, and four years later, the remaining balance to the bank was 75,787 euros. After the grant was applied, the remaining debt was reduced to 47,215 euros. Additionally, she took out a second housing loan in 2020 for 70,000 euros, which is repaid in installments of 584 euros.
Less than a month following the reduction of the loan, Snežana Mugoša reported another real estate deal.
On January 20, she informed the Agency that her husband purchased a 7,867 square meter plot of land in Podgorica with a 30,000 euro mortgage loan, which carries a monthly installment of 319 euros.
According to the 2023 annual report, the Mugoš family possesses a 121-square-meter apartment, a garage, a 22-square-meter property, and a quarter share of a 114-square-meter residential building.
Snežana Mugoša’s basic salary at CinMED ranged from 1,918 euros (early in the year) to 2,254 euros. Additionally, she received “other income” between 100 to 600 euros and an annual bonus exceeding 1,100 euros. At the Faculty of Medicine, her earnings were around 630 euros.
Her husband, Aleksandar Mugoša, works at the Clinical Center, with a reported salary ranging from 2,230 to 3,040 euros according to the Agency’s records.
In November, the Board of Directors of the Institute for Medicines and Medical Devices (CInMED) issued over 430,000 euros in grants aimed at improving the housing conditions of 20 employees. In addition to Mugoša, her deputy, Mira Kontic, members of the Board such as Lidija Čizmović and Andjela Draskovic, seven sector managers, professional associates, one inspector, and one clerk also received grants. CinMED stated that these actions were intended to prevent the “outflow of highly educated professionals” and “motivate employees in short supply on the labor market.”
