Ulcinj Faces Ongoing Exploitation Due to Centralist and Anti-Civic Policies

Ulcinj continues to suffer under centralist and anti-civic policies, which is why I will be the first to take a stand on Friday to protect the territory of the Municipality of Ulcinj, stated the Mayor of Ulcinj, Genci Nimanbegu, in a letter to Prime Minister Milojko Spajić.

Nimanbegu’s correspondence with Spajić addresses the Government’s approval of the plan for temporary structures in the coastal area and the newly introduced pricing. He noted that “the unexpected and undisclosed decision by the Government regarding the Plan for Temporary Facilities in the Coastal Zone, lacking consent from the coastal municipalities, contradicts your intentions in the parliament regarding local governments managing their own properties and towns.”

“You cannot fathom the repercussions of implementing this Decision, which I consider to be the gravest offense towards our citizens since the 1979 earthquake. Increasing rental prices of public spaces in coastal regions will render us an expensive and uncompetitive destination, significantly challenging the local economy. All coastal municipalities have requested a meeting with you, and we expect an urgent discussion to address this matter. This time, your political affiliates have imposed a decision that jeopardizes our economic future and will expedite the emigration of young people from our Municipality,” Nimanbegu expressed in his letter to Spajić.

He further emphasized that due to Spajić’s actions, executed without consultation and contrary to their coalition agreement, “I am more convinced than ever to inform you that our MP (Ilir Čapuni) will halt all further activities and actions until this issue is rectified.”

“The protection of Valdanos, the sustainable development of Velika Plaza, and enhancement of the tourist offerings are the top priorities of the Municipality of Ulcinj. The fundamental right for municipalities to manage their territory is a pillar of local self-governance, which you have skillfully circumvented in this instance. I am committed to employing all necessary means, within my institutional and civic powers, to safeguard the interests of our people and all residents of the Municipality of Ulcinj. Therefore, I will be the first to participate in tomorrow’s protest advocating for the protection of our territory, which continues to be exploited by centralist and anti-civic policies. As the Mayor of Ulcinj, I will also present this issue to diplomatic missions in Montenegro, convinced that this decision contradicts the wishes of the local population,” Nimanbegu articulated in his message to Spajić.
