Information sent to the Department for Internal Police Control and the Council for Civilian Control of Police Work

Information Submitted to the Department for Internal Police Oversight and the Council for Civilian Oversight of Police Operations

The Police Directorate, in conjunction with the Higher State Prosecutor’s Office in Podgorica, is undertaking extensive measures and actions concerning all processes related to the mass murder that occurred on January 1 in Cetinje. This is being done to ascertain all circumstances necessary for clarifying this serious criminal offense. Meanwhile, officers from the Regional Security Center “Centar” have compiled detailed information regarding the measures and actions taken, which has been sent via official mail to the Security and Defense Committee.

This information is included in the Police Directorate’s response to the statements issued by the Human Rights Action (HRA) and the Women’s Rights Center (CŽP).

The Police Directorate further announced that they have relayed the information they compiled today to the Police Internal Control Department and the Council for Citizens’ Control of Police Work.

“In response to the queries submitted to the Police Administration by the Council for Civilian Control of Police Work, which are part of the aforementioned HRA and CŽP statement, we remind the public that the Acting Director of the Police Administration, Lazar Šćepanović, has shared important public information multiple times during press conferences and various television formats. Most of the queries raised have been addressed publicly. Moreover, for questions that have not been answered publicly, the responses have been incorporated into detailed information that has been classified and submitted to controlling institutions,” the response indicates.

The response also notes that Šćepanović has had direct communication with the President of the Council for Civilian Control of Police Work, Zoran Čelebić, on two occasions, informing him incrementally about the measures and actions taken during both working meetings and telephone conversations.

“Additionally, the Acting Director communicated with the President of the Council yesterday, who indicated that the mentioned information would be made available for his review. We want to emphasize that from the outset, the Police Directorate has maintained maximum transparency and a commitment to objectively inform the public regarding all aspects of this tragic event. The Acting Director has communicated with citizens and the public through several public appearances, sharing information that could be disclosed while respecting legality and the integrity of the ongoing investigation.”

In their response, the Police Directorate underscored their awareness of the public’s demand for prompt and thorough information.

“Nonetheless, considering that the criminal investigation remains open and that the Police Directorate is functioning within its legal jurisdiction and executing actions under the direction and in collaboration with the State Prosecutor’s Office, we ask for your understanding in this particular case where we are engaging in complex and sensitive activities. The Police Directorate is committed to upholding the principles of professionalism, legality, and transparency, and the public will be informed directly by the Police Directorate as well as indirectly through control mechanisms: the Security and Defense Committee, the Internal Control Department, the Council for Civilian Control of Police Work, and the Protector of Human Rights and Freedoms,” the response concludes.
