Ulcinj Municipality Urges Government to Reject Coastal Zone Temporary Facilities Plan

The Municipality of Ulcinj is urging the Government of Montenegro to refrain from approving the plan for temporary structures in the Coastal Zone until all unresolved lease matters are addressed. Concurrently, the Mayor’s office, led by Gencij Nimanbegu, is requesting that the coastal zone be utilized this year via an annex, similar to the previous year, since, according to their statement, not all prerequisites for issuing a multi-year lease have been fulfilled.
“The Municipality of Ulcinj has previously engaged in discussions with all parties involved in the leasing of temporary structures in the coastal zone to resolve outstanding issues from the past. Given that the Public Company for the Management of the Coastal Zone (JP) has undertaken measures solely aimed at raising prices to boost revenue, we contend that such a strategy is currently one-sided and could adversely affect Ulcinj’s economy,” the statement from Nimanbegu’s office states.
It is noted that this approach could lead to an unreasonable surge in rental prices, negatively impacting the tourist offerings in Ulcinj and compelling the Municipality to take action to mitigate adverse economic effects.
“Moreover, it is highly unacceptable that entrepreneurs who have consistently paid rent while investing in and maintaining beach areas for years are overlooked in the new leasing process. This creates a scenario where we could begin the season with closed bathing areas until the PE decides ownership of each bathing area,” the statement emphasizes.
The Municipality also recalls that a proposal has been submitted through the Union of Municipalities to amend the Law on the Coastal Zone, which asserts that the management authority over the coastal zone belongs to the local governmental units in whose jurisdictions the zones are located.
“This completely eliminates the longstanding legitimacy issues surrounding the management of municipal territories,” the Municipality of Ulcinj asserts.
