Spajić Unveils the Launch of the ISKRA National Academy

At the World Governments Summit 2025 in Dubai, Prime Minister Milojko Spajić emphasized that a bold vision for development, unwavering dedication to investing in people, and new benchmarks for international collaboration will position Montenegro as a remarkable nation filled with extraordinary opportunities and accomplishments.

This Summit convenes over 30 heads of state and government, alongside 140 government delegations and more than 6,000 attendees, to explore critical challenges and opportunities in an ever-evolving global landscape.

During his remarks at the Government Services Forum, Prime Minister Spajić asserted that every achievement begins with a daring vision and a steadfast commitment to investing in individuals.

A key initiative, dubbed ISKRA, is a groundbreaking national program dedicated to enhancing digital literacy across Montenegro. Yet, ISKRA goes beyond education; it embodies our commitment to aligning skills with opportunities. Our ambition is for every citizen to gain not only the skills required but also the resources to pursue opportunities that will enable them to achieve their maximum potential, stated Prime Minister Spajić.

He added that this vision extends beyond Montenegro’s boundaries, making the initiative a distinctive offering in this region.

Mohammed Bin Taliah, Chief of Government Services in the United Arab Emirates, quoted the UAE Prime Minister, saying: “The future belongs to those who can imagine it, design it, and execute it. The future does not wait. The future can be designed and built today.”

According to Bin Taliah, these sentiments succinctly encapsulate the Summit’s mission – to serve as a catalyst for collaborative interaction and sharing of experiences in developing public services.

These services are not only digital but intelligent, with a strong focus on user experience, tailored to fulfill actual human needs, highlighted Taliah.

Prime Minister Spajić remarked that Montenegro is advancing rapidly in digital modernization by investing in systems that promote transparency, efficiency, and enhanced service delivery. He expressed that our nation is prepared to test and integrate innovative solutions.

Despite our small population, we boast abundant talent and ambition. Our creativity and determination empower us to transform fresh ideas into impactful results. To tap into this potential, we must confront the reality that our governmental frameworks often hinder innovation and flexibility. A transformation in governance culture is essential – shifting from compliance-focused processes to those that value outcomes. We must create more agile bureaucratic structures that foster collaboration between policy planners and implementers to drive effective change, said Prime Minister Spajić.

Regrettably, as he noted, we are also learning how misinformation can erode trust in our institutions.

The issue is not solely misinformation; it is also a significant disconnect that many people feel from their governments. To address this, we must establish efficient systems that genuinely serve the populace, promoting transparency and accountability while embracing the innovative spirit that propels progress, Spajić added.

He reminded attendees of the particular challenges Montenegro has encountered, especially concerning considerable cyber threats.

This experience has underscored the necessity of collaboration in bolstering our infrastructure and cybersecurity capabilities. With the European Union’s assistance, we have launched the Western Balkans Cyber Capacity Center (WB3C) in Podgorica. Together, we can cultivate a future that not only embraces excellence but also fosters it across every corner of the globe, concluded Prime Minister Spajić.

The Government Services Forum convened global leaders from both the public and private sectors to envision the future of government services in light of emerging technologies, addressing the increasing expectations of citizens.
