Facilitate Prompt Signing of Contract Annexes for Beach Tenants

The legal processes surrounding the long-term lease of the bathing area, as well as the plan to erect temporary facilities started by the Ministry of Spatial Planning, Urbanism, and State Property along with the Public Company (PK) Morsko dobro, should be deferred. The tenants must be permitted to sign an annex to the contract that will be in effect until the year’s end, a position strongly advocated by Stevan Katić, the Mayor of Herceg Novi Municipality.
This statement was released by the Municipality of Herceg Novi.
“A consensus was also reached at last week’s Union of Municipalities meeting, where all six mayors of coastal municipalities concurred that the ongoing legal process for the Coastal Zone regarding a five-year contract with tenants does not offer a viable long-term solution. I want to underline that a package of laws has been submitted in parliamentary procedure suggesting that the management of the coastal zone be returned to local governments. The next steps concerning long-term plans for the coastal zone will depend on the legislature’s approval of this law,” Katić remarked in a statement.
He also mentioned, “At this point, it is clear that the Coastal Zone tender has been delayed, thus impacting preparations for the tourist season. It’s imperative to promptly provide the lessees with an annex to the contract, valid until the end of the season or the year. This will enable business owners to prepare sufficiently and improve working conditions, preventing a recurrence of last year’s issues.”
“The annexing of the contract is a solution that tenants find acceptable, as they have expressed through a proactive initiative, which we fully support,” Katić said.
On January 28, the Herceg Novi Associated Beach Tenants urged the Government, specifically the Ministry of Spatial Planning and the Coastal Zone, to expedite the annex of beach lease contracts for the current year. This action is intended to allow them to prepare for the upcoming season and mitigate the fallout from prior delays.
The association noted at that time that this would provide municipalities with ample time to get ready for their future regional responsibilities.
