Enhancing Legal Frameworks to Combat Illicit Trade: The Purpose of Proposed Amendments

The suggested revisions to the Law on Free Zones will create a robust framework aimed at establishing effective measures against illegal trading in free zones and warehouses. This initiative seeks to enhance operational transparency and foster a business environment that aligns with international standards.
Today marked the first meeting of the Working Group tasked with drafting amendments to the Law on Free Zones, as reported by the Ministry of Economic Development.
Representatives from the British Embassy in Montenegro attended the meeting, reaffirming their commitment to enhancing local legislation.
Ana Raičević, State Secretary at the Ministry and Chair of the Working Group, emphasized the importance of this initiative, noting the necessity for dedication, expertise, and a collective vision.
She relayed a critical message from the Deputy Prime Minister and Minister of Economic Development, Niko Đeljošaj, indicating that the law must be of superior quality and drafted promptly.
Raičević expressed particular appreciation to the British Embassy for their commitment, knowledge, and ongoing support throughout this process. She underscored the significant role played by the non-governmental sector, pointing out its vital contribution to society.
The objective behind drafting changes to the law is to effectively combat illicit trading, with a legal framework developed through the full engagement and collaborative efforts of all Working Group members, prioritizing the interests of the citizens of Montenegro.
“During the discussions, there was a strong emphasis on the need to enhance specific regulations concerning customs oversight and to boost transparency in free zones. Participants also spoke about introducing incentive measures to promote the growth of legitimate economic activities in these areas and warehouses,” stated the announcement.
Working Group members agreed on the direction of their ongoing efforts and acknowledged the importance of ensuring an inclusive and transparent process to achieve a comprehensive and high-quality legal framework.
