The People of Novalja are Reconstructing Hotel Lokanda

The Royal Capital of Cetinje has chosen “Talija Company” from Herceg Novi, with a bid of 13,783,577 euros, as the preferred candidate in the tender for the public-private partnership and the redevelopment and management of the former “Lokanda” hotel.
This company is set to partner in the design, funding, reconstruction, and management of “Lokanda,” as well as to develop a parking garage and beautify Artists’ Square.
The “Lokanda” hotel, constructed in 1864, once represented Montenegro’s cultural and historical heritage. It was severely damaged in the 1979 earthquake and subsequently demolished. Currently, there is no trace of “Lokanda” in Cetinje, only an excavated plot where a new hotel is planned to rise in the city center, at the end of Njegoševa Street, adjacent to Trg umjetnika.
According to the documentation available on the Montenegrin Electronic Public Procurement (CeJN) website, the tender was announced on October 30 of last year and concluded on December 16, with an estimated value of 13.78 million euros. “Talija Company” was the sole applicant and has been awarded the contract.
Established in 2008 in Herceg Novi, “Talija Company” specializes in trade and services. Its founder and executive director is Nikola Milić, and Vukić Milić serves as the authorized representative, as per the data from the Central Register of Business Entities.
This project aims not only to honor the site’s cultural and historical significance but also to enhance the city’s tourism and lodging capacity while laying the groundwork for new job opportunities. Plans include a 48-room hotel and an underground parking facility with 130 spaces.
The execution period for the contract is set for 30 years, starting after the completion of the preparatory phase, which lasts 30 months. This phase includes the development of project and technical documentation for a maximum of six months after the contract’s signing and the implementation of construction works within 24 months following the completion of project documentation. The land use plan for the 2,161-square meter plot anticipates building or refurbishing a facility for tourism—a four-star hotel, Grand Hotel “Lokanda,” as outlined in the tender documents.
The “Lokanda” hotel also holds the status of an immovable cultural asset, designated in 1960, and is part of the “Historical Core of Cetinje,” which shares this distinction. Consequently, any work on properties within this area must adhere to the provisions of the Law on the Protection of Cultural Property. The Directorate for the Protection of Cultural Property has already issued conservation conditions that will inform the project documentation for the renovation.
Moreover, the Secretariat for Spatial Planning and Environmental Protection released urban planning and technical requirements for this initiative in early 2023.
