Who Illegally Established the Plot Boundaries?
The Special State Prosecutor’s Office has remained silent for over a month regarding whether officials from the Real Estate Administration unlawfully modified the coordinates of the cadastral plot boundaries in Kolašin, where the “Jovana” hotel was constructed. This action seems aimed at preventing the owner, Mladen Bulatović, from registering his property and commencing operations.
Bulatović has been attempting to open his hotel in Kolašin for 13 years; however, it has never been operational due to difficulties with registration, prompting him to file multiple criminal complaints against various Real Estate Administration officials over the years.
The most recent criminal complaint concerns what Bulatović alleges to be an improperly registered encumbrance and restriction on his title deed.
According to Vijesti, a special prosecutor handling the case initiated by these complaints is Živko Savović.
Despite this, the SDT has not responded to inquiries regarding the complaints submitted by Bulatović since February 16, 2023. These inquiries included whether they had investigated Bulatović’s claims or questioned former Real Estate Administration director Dragan Kovačević, assistant director Mirjana Ljumović, and several employees from the Kolašin and Bijelo Polje Regional Units and the Directorate: Zeljka Vuksanovic, Nebojsa Scepanpovic, Veselin Vukić, Branka Sekularac, Slavica Mijatović, Slavica Bobičić, Femic’s clothes, Milan Šćepanović, former Board director Koča Đurišić, and ex-Government advisor Dragoljub Bulatović.
The criminal complaint alleges that these officials and former officials illegally altered the coordinate data of Bulatović’s cadastral plot boundaries at an unspecified time, resulting in the unauthorized segmentation and theft of part of his property.
They are accused of abusing their official positions, forging official documents, and stealing his real estate as organized criminals.
Bulatović indicated that he realized this after obtaining a copy of the plan and real estate deed from the Kolašin Cadastre at the end of June 2024.
“Upon reviewing the documents, I immediately observed that an illegal alteration had occurred in the cadastral operation of coordinates for parcel 332 KO Kolašin, devoid of any legal documentation authorizing this change. I possess solid, irrefutable evidence to support this claim… The falsified copy of the plan from June 28, 2024, showing three plots, is undeniably inconsistent with the plan created on March 1, 2002, which has remained the official version since that time,” he asserted in his criminal complaint.
He provided substantial evidence to the prosecutors, which he also shared with Vijesti for review.
Furthermore, he informed the prosecutors that since March 2002, when the cadastral register became officially recognized, he has neither sold nor purchased any portion of that plot, asserting that any legal modification could only occur based on that fact or state interest.

Nonetheless, the SDT has not disclosed whether they have validated Bulatović’s claims, nor if they have obtained documentation from the Kolašin cadastre or made any determinations.
Bulatović informed Vijesti that he possesses all legally required documents, permits, and records issued by administrative authorities needed to validate and register his hotel with the necessary building permit, which he shared with the news outlet.
The documentation includes payment receipts totaling 41,650 euros for various utility payments associated with the building permit.
“Despite having submitted my request on June 13, 2012, the verification procedure for the study and registration of my hotel has now extended into its thirteenth year. Over this period, I have faced seven negative rulings, each of which I have appealed to the Ministry of Finance, which subsequently revoked these decisions. This administrative journey has been fraught with numerous urgencies, petitions, interactions with various administrative bodies, media coverage, criminal charges, and lawsuits due to the administration’s inaction… Ultimately, I submitted a criminal complaint to the Special Police Department, which, like me, is awaiting an order from Special Prosecutor Živko Savović,” he detailed.
Additionally, he claimed that the SPO suggested he contact Special Prosecutor Savović regarding the case, recapping a telephone conversation where he was advised not to approach the SPO again.
“The study verification and registration process for the ‘Jovana’ hotel would not be unresolved for thirteen years if the organizers of the OKG and its affiliates, many of whom are current or former civil servants, had not maintained, and apparently still possess, dominance over all institutions involved in this process, enabling them to impose the ‘prohibition of alienation and encumbrance’ and manipulate cadastre records without fear of repercussions,” he concluded.
