Nenezić extended the municipal loan and took fuel for his private car

Nenezić Renewed Municipal Loan and Used Funds for Personal Vehicle Fuel

The member of the Social Democratic Party, Branislav Nenezić claimed last August that he charged the Parliament of Montenegro for fuel expenses incurred while traveling from Bar for a session, as indicated on the travel order for the electric vehicle used by the Bar parliament’s head, which shows he also traveled to Podgorica that same day.

Documents obtained by “Vijesti” from both the state and Bar parliaments confirm this information.

For August 16, 2023, movement records of the Municipal electric car “Škoda Enyaq 60”, plate number BR MN026, indicate it was utilized for a trip to Podgorica, while on the same day, Nenezić requested a reimbursement of 30.9 euros for the use of his private car from the state parliament.

The records from the official Bar Skoda, which Nenezić assigned with a travel order from August 12 to 16, indicate a departure for Podgorica at 7 a.m., but the return entry is missing.

Conversely, the order for reimbursement of daily allowances and expenses for the “use of a private car” states that departure from Bar was at 10 a.m., with a return at 7 p.m.

On that date, Nenezić attended an extraordinary session of the Parliament and a Committee on Education, Science, Culture, and Sports.

Nenezić denied using a municipal vehicle to get to the state parliament session.

He stated that he always uses the official municipal car for his duties as the president of the local parliament, noted he couldn’t recall his activities on August 16, but insisted that he always arrives at sessions of the Parliament of Montenegro in a private car, which he parks in the garage.

Nenezić claimed the official Bar Skoda was taken to Podgorica on both August 12 and 14, with the same departure time recorded, and the document lacked a return time.

The Regulation on the Reimbursement of Expenses for Public Sector Employees applies to MPs for transportation expenses. According to this regulation, expenses for official travel within the country are recognized only upon submission of an accompanying invoice.

The document also specifies that employees may, with written consent from a manager or authorized individual, use their private vehicles for official tasks and are compensated at a rate of 25 percent of the cost of a liter of fuel per kilometer traveled.

MPs residing outside the capital are entitled to daily allowances for attending parliamentary sessions and other work-related activities.

This is further elaborated in the Decision regarding the right to daily allowances for MPs outside Podgorica attending sessions.

“Deputies residing outside of Podgorica are entitled to a daily allowance for attending one deputy club session per month. The president of a permanent working body of the Assembly, residing outside Podgorica, is entitled to a daily allowance for coming to the Assembly for session preparation… Similarly, a member of a permanent working body of the Assembly residing outside Podgorica has the right to a daily allowance related to anticipated activities within the body’s jurisdiction. The daily allowance mentioned is 20% of the coefficient value determined by the Government of Montenegro,” the Decision establishes.

The document outlines that the time spent in the Assembly, connected to session activities, preparation for sessions, or conducting scheduled activities under the Assembly’s authority, is counted from the moment of departure from the residence until return.

“If this time lasts between eight and twelve hours, it is considered a half daily wage; while a full daily wage is counted for durations between twelve and twenty-four hours,” as specified in the Decision.
