Hungarian Energy Stock Exchange: A Benchmark for Calculating Concession Fees in Montenegro
The Ministry of Energy has announced that data from the Hungarian Electricity Stock Exchange (HUPX) – Day Ahead Market will be utilized to calculate concession fees in Montenegro.
Today, the Ministry confirmed a decision to establish the reference energy exchange for the year 2025, which will provide the necessary electricity price data for the calculation of concession compensation.
“This requirement arises from the regulations regarding the determination of concession fees for companies and/or waterways involved in electricity generation at hydropower plants. These regulations state that the relevant state administration body overseeing energy shall determine the transit activities of the energy exchange,” the announcement stated.
According to the stated regulation, the concession fee is calculated as a percentage of revenue. The revenue generated is derived from the product of electricity prices and the amount of electricity produced.
For the year in which concession fees are calculated, the electricity price, as per this regulation, will be the average annual price of the referenced energy from the energy exchange for that particular year.
The Ministry emphasized, “We are working collaboratively to establish the conditions for implementing this regulation, including the decision on determining the reference energy exchange.”
